And lowers are not considered a firearm so I'm thinking it has to be complete.
I have some lowers I'd register all with braces if that's allowed.

A good defense attorney could have a field day with someone charged under this proposed 'Action'. I wonder how it changes after the commentary period is over.

It makes one wonder what the true motive is behind this (Actually we all really know) and who is truly pushing (financing) this assault on the second ammendment.
