    My comments from day one, post one, were as a Form 1 builder not a retail buyer. As a Form 1 builder not one word of that letter applies to me or any other Form 1 builder because we are the registered manafacturer of the can and we can in fact make parts and do repairs at will, we just can not make operating tubes without them, the tubes only, being registered with another Form 1. So you are trying to compare apples and oranges.

    That is true for an end user but not a builder/manufacturer

    Unless you're a SOT type 7, the ATF sees you as a "maker", not a "manufacturer". That distinction severely limits what you can do, legally, in the eyes of the ATF.
