Is it legal to sell a long gun (rifle) across state lines without an FFL transfer?
That went away before I became a ffl. Unless you're taking about buying from a ffl.You should check with your local ATF my understanding is that neighboring states that is states that share a common border, individuals can sale or trade long guns not handguns

As long as what you're buying is legal in BOTH states, you can buy from a FFL in ANY state. Again state laws come into play and may be more restrictive.You can buy from a bordering state via FFL. Buy in Alabama, cross into Florida no issue.
