I think hamas wants the IDF to come in to the city and fight ,where their armor ,artillery and airpower effectiveness is greatly reduced .

They've been focused on the West Bank due to the increase in violence there. There's 2 million people living in Gaza and they're not sympathetic to Israel so gathering good Intel there is very difficult.

I have very hard time believing this theory. Lots of players and moving parts in this operation. No way that flew by the mossad. You would have to keep things small to have an actual secret. They knew it was coming. War is good for those in power, war means profits

Its been a problem for a while.They don't patrol inside Gaza like they do in the West Bank and haven't since 06'. They have to rely on "technical surveillance" and Hamas figured it out and has gone stone age on them. It's hard to get an operative in there unnoticed and the civilians are pretty much contained inside with no way to leak any info. Egypt did try and warn them but they were so vague that the Israelis ignored it and concentrated on the Supreme Court civil unrest and the West Bank. I think they're just stretched too thin.

It really depends on the target if you give advanced warning ,for example if you want to destroy a factory or a shipping port you give warning so some workers can get out as well as people that might live close . On the other hand a bomb factory or training camp is fair game for nailing as many hajees as possible .
