I'm in Escambia btw. Up about 5 mins from Atmore but still in Florida.Depends on the county you're building in. In Walton county you really don't need any permits as an owner if you live north of the bay. I pulled a $500 permit for my barn and all my neighbors told me I wasted my money as an owner. None of them ever pull permits as owners up here. They just build it and in 2-3 years the PA will come around and ask if they're finished. Then their tax bill will go up a little bit the next year. After talking to the planning and building folks I think they are correct. The county's focus is 100% on the beach area and they just don't care what goes on up in the northern (rural) part of the county. No money in it for them. Funny thing about Walton county is they have the reputation of being very difficult to work with if you do build near the beach. Okaloosa is pretty much the same if you are way up in the northern part of the county.
