The term "Tactical" doesn't improve the firearm, it's the ability to apply it properly in a tactical situation.

During the Coal War of 1902, locals stood their ground using mostly the 22lr bolt Acton rifles against military machine gun positions.
Fast forward 80+ years the Columbian Drug Cartel had local kids shadow my team using bolt action 22lr suppressed with rolled up wet T shirts = Lightweight, no sound, no flash and limited heat signature against my M16
Needless to say, they ran circles around an elite ABN Unit and could harass any air support covertly making them pretty effective.
A 13 year old with a JCPenny bolt action 22lr rifle and wooden stock with 10rds and a wet T shirt against 7 team members w M60 and M249 in the mix

*interest perked on "wet T-shirt" application
Brings new meaning to Wet T Shirt contest.
It took us awhile to catch on to them.
After they would shoot, they simply put the shirt on. Ever see pictures of them on National Geographic or Sympathy group commercials with a crap load of holes in their T Shirts?
    Yup, little shits
