Down in gulf breeze you'd be driving so far that gas money vs range fees. Well the range fees would be cheaper. The problem down there is federal/state parks with houses built up around and then the fed reservations of the bases on either side of 87.

Depends on what you want [weapon to shoot and how far.
The closest to you would be the "Muzzle Loader range " It goes by a different name now.
Then there is the "day rate" range on Quntete {SP} hwy.
If you want to stretch your rifles out a bit, there is the Element range in Holt. If you can go during the week {Tues th Fir.} you can shoot out to 1000+ IF the USAF isn't shooting at 25', then you are limited to 300 Yds.

Gulf of Mexico and some anchored milk jugs full of spray foam. International waters are closer than what you want on land, at anything over 50-100 yards in a clay pit. Plenty of clay pits around. Could always go politely door knocking out in the country for offering your tacticool services at "hog hunting". You get free moving targets at multiple yardages
