My bride has a 700 vtr 308 with the blind/fixed mag. Tried talking her into getting a new rifle with the detachable mag. She'll have none of it. Period. She has trouble loading it due to the scope and girl nails. She hates asking anyone to load her rifle for her. I figured there has to be a way to convert it without spending the cost of the rifle.

Obviously you're going to have to change out the stock and add bottom metal if using something like an already hinged floorplate model like the BDL, which you don't have, and that's close to the $400.00 mark if I'm not mistaken.

Another option is drop the barreled action into a some type of chassis and that's not going to be cheap, especially if you source magazines.

I once considered converting a Rem 700 ADL in .243 and found the juice wasn't worth the squeeze. Your needs and willingness to drop coin might differ.

Google conversions, will give you some ideas and costs as it's been several years since I looked into it... perhaps things have change... but to what degree I don't know.

Just checked Brownell's and the HS Precision Rem .223 SHORT ACTION bottom metal detachable units are no longer available, and were about $350.00.

Add the cost of a stock to that, say between $150 used/$350 new, and you're into some serious $$$.

Serious inquires should be directed to Badger Ordnance, and your dollar figure isn't a serious inquires. JMHO.

I would make it a priority that the inlet accept AICS and AW mags. Proprietary mags can be a pain especially if you wanted to switch stocks or chassis between barreled actions. On the cheap side you are looking at $600 and $1400 on the high side.
