Looks like the update is finally coming. After the 15th, before Christmas. If you're already filed they don't suggest withdrawing and trying to resubmit. If you're about to file, it may be worth waiting a few weeks.

For a factory built SBS, yes... if you want to cut your own barrel on a current non NFA firearm, you can use the FORM 1 EFILE which is currently available. Wait time for those is anywhere from 3 weeks to 3 months depending on your luck. Most get approved in 4 weeks.
