How does a president “pass” an order?

He scribbles shit on paper which allegedly tells agencies to "administratively" make shit happen. Agencies will stretch their reach or retract what was lawful: under these provoked interests. They become problems when these EO have been left in place "Active" for years, they legally become the "status quo" when point in fact they are not administrative action derived from Congress/Laws.

It kinda seems to fly under the radar but I think Biden or the Dems making a run at the Protection of Lawful Commerce in Arms Act (PLCAA) would be a reason for some concern.

The .NRA did a story on this in American Rifleman this month.
