    No ffl for either party: has to stay in the state.

    Seller is a FFL: can sell long guns to non residents(in compliance with the rest of buyers state laws)

    Gun crosses state lines: need ffl on the buyers side.

    What about trades since it is not a sale?
    Verbiage is a "transfer". I'm not a lawyer but would go with the idea that any change of ownership/possession is covered under "transfer" regardless of there's money involved.
