From what I’m reading online after googling this… it’s another CBO proposal to save some $$$ from veterans. WTF is wrong with these folks…?

CBO is one of the reasons I have problems with the entire process. Government organizations like the CBO have long forgotten (don't care?) how to identify problems through root-cause analysis and instead dream up solutions, then set about finding a problem that fits their solution(s).
