Get with ups or fed-ex and understand the requirements. They should be able to help with classification, UN numbers and such. As I remember it , just filling out the hazardous cargo manifest would make you pull your hair out. I haven’t done it in 20 yrs or so. Safe to say it ain’t going to be simpler today than it was then.
That’s true and might cover powder. But I’m thinking powder would be classified as an explosive. But, on the other hand, the explosive classification may be dictated by the amount being shipped. I’m not sure. It’ll be a pita regardless.I do know many things go as:
