    The "solvent trap" comes with all the paperwork you need to finish it, when you can modify and how/what the ATF thinks about it. It is legal to own as it comes in just parts and pieces, until you start the manufacturing process( think 80% lower), then you need to have your stamp. It is considered like a block of aluminum to an AR lower, the block is legal no matter what you are going to do with it..

    But there is a big difference between a lower and an nfa item. See mention in previous post about "constructive possession". While you are likely to get away with it, if you don't advertise what you have, I would suggest playing it safe and waiting until the tax stamp is approved.
